CEO of Saudi Arabia’s artificial intelligence giant Humain says the objective is for the country to be the world’s third-largest AI infrastructure provider, behind the US and China.

Tareq Amin, CEO of Humain, Saudi Arabia’s flagship AI company, declared the nation’s ambition to become the world’s third-largest provider of artificial intelligence infrastructure. This bold goal places Saudi Arabia squarely behind only the United States and China as it seeks to rapidly expand its digital capabilities.

Backed by the Public Investment Fund (PIF), Saudi Arabia is making a major pivot from oil dependency to digital dominance through Humain, a company launched in May 2025 to spearhead its AI ambitions. “Our ambition is very clear. We want to be the third-largest AI provider in the world, behind the United States and China,” Amin said recently, outlining a vision rooted in large-scale investments, new data centers, and strategic partnerships with global technology firms.

Humain’s rapid rise is fueled by an initial commitment of $33 billion, earmarked for both strategic technology partnerships and a venture fund supporting AI startups. The company has already signed major partnerships with industry leaders such as Amazon, Nvidia, and AMD, aiming to deliver advanced AI models, hyperscale data centers, and cloud infrastructure.

Amin emphasized that Saudi Arabia’s expansive land and energy resources give it a unique advantage, allowing construction of three major data center complexes designed to deliver AI services at prices up to 30% lower than those in the US. To attract global business, the country is even considering “data embassy” zones, letting foreign companies operate under their own regulations rather than Saudi law.

While the kingdom’s efforts are ambitious, skepticism remains about its ability to scale local expertise and sustain rapid growth. Yet, with strong state backing and a growing network of partners including Blackstone, AirTrunk, Amazon, Nvidia, and AMD Saudi Arabia is signaling to the world its determination to climb the ranks of global AI power.

“We are strengthening the technological infrastructure that underpins the Kingdom’s digital economy,” said Amin, projecting both long-term economic diversification and a strategic position at the heart of the world’s AI transformation.
