Former Minister of National Planning, Prof. Abubakar Sulaiman, on Monday, stated that no nation can achieve meaningful development without strong and effective legislative institutions.
Sulaiman made the remarks at the opening of a five-day capacity-building workshop for parliamentary staff of the Parliamentary Institute of Benin in Abuja.
The training is part of a three-year Memorandum of Understanding between the National Institute for Legislative and Democratic Studies and IPaB, aimed at strengthening democratic governance and legislative development across West Africa.
Sulaiman reiterated that the strength of a nation’s governance is reflected in the quality of its policy and legislative processes.
Good governance cannot thrive without sound policy formulation, robust legislative frameworks, and efficient administrative structures,” he said.
The Director-General of NILDS added that the programme aligns with the institute’s long-standing mission to build competent, people-centered legislative institutions across Africa, including through partnerships on research, training, and technical support.
