Iranian Chief of Staff Abdolrahim Mousavi has accused the United States and Israel of orchestrating unrest across Iranian cities, claiming they are attempting to “stir chaos” in the country to make up for what he described as their failure in a recent 12‑day war.

Mousavi alleged that the ongoing protests are not purely domestic in origin, instead portraying them as part of a broader foreign plot led by Washington and Tel Aviv to destabilize Iran. He argued that the United States and Israel are seeking revenge for what Tehran views as their strategic setback in the short but intense conflict, and are therefore trying to move the confrontation from the battlefield into Iran’s streets.

By framing the demonstrations as externally driven, Mousavi sought to delegitimize the grievances expressed by protesters and rally support around the country’s security institutions. The remarks also signal that Iran’s military and political leadership may respond more harshly to continued unrest, under the justification that they are confronting foreign aggression rather than internal dissent.
