Pakistan, Saudi Arabia and Türkiye have drawn up a draft trilateral defence agreement after nearly a year of talks, Pakistan’s defence production minister has confirmed, stressing that the text remains under review and will only be finalised once full consensus is reached among the three states.

Defence Production Minister Raza Hayat Harraj said the proposed pact is intended to deepen security cooperation between the three regional powers and is separate from the bilateral defence deal Islamabad and Riyadh announced last year. He explained that the draft has been circulated to counterparts in Saudi Arabia and Türkiye and has been under active discussion for around 10 months, but stopped short of giving a timetable for when it might be signed.

Turkish Foreign Minister Hakan Fidan acknowledged that talks are underway on closer defence coordination but underlined that no agreement has yet been concluded, describing ongoing discussions as part of a broader push to build a more inclusive regional security platform. Analysts say a trilateral pact could formalise growing military ties among the three countries, but note that sensitive issues such as command structures, funding and the scope of mutual defence commitments will have to be resolved before the deal can move beyond the draft stage.
