U.S. Secretary of State Marco Rubio announced that the Ukraine-Russia peace discussions have moved into a more productive phase after a weekend of negotiations in Geneva, focusing on a comprehensive American ceasefire plan.

The latest round of talks centered on a detailed 28-point framework proposed by the United States, which lays out pathways for a possible ceasefire and steps towards a lasting settlement in the Ukraine conflict. The proposed plan addresses territorial issues, security guarantees, and calls for a non-aggression pact among Russia, Ukraine, and European states.

Key points include recognition of Russian control over contested regions, limits on military force sizes, a commitment by Ukraine to remain outside NATO, and provisions for humanitarian exchanges and local elections.

Secretary Rubio expressed optimism following the meeting, describing it as the most productive so far with progress made towards reconciling key differences.

Despite positive momentum, major hurdles remain in reaching consensus, with final approval depending on buy-in from both Ukrainian and Russian leadership and broad international support. The parties have agreed to continue refining the plan in upcoming discussions, which are expected to involve European partners and address lingering security concerns.
