The Anambra State House of Assembly has passed a law making it compulsory for all commercial motorcycle (okada), tricycle (keke), and commercial bus operators across the state to wear security identification jackets as part of efforts to strengthen public safety and improve security.
The new legislation extends a policy first introduced in Nnewi North Local Government Area in February 2026 through a by-law sponsored by the Leader of the Nnewi North Legislative Council, Rt. Hon. Chijioke Nwizugbe.
The initiative, which required commercial motorcycle riders in the council area to wear specially designed security jackets, was aimed at making operators easily identifiable, enhancing passenger safety and assisting security agencies in distinguishing registered transport operators.
Following what the government described as the success of the pilot initiative in Nnewi North, the Anambra State House of Assembly has now adopted the policy for implementation across all 21 local government areas of the state.
Under the new law, all commercial motorcycle riders, tricycle operators and commercial bus drivers will be required to wear the approved security identification jackets while carrying out their operations.
The state government said the measure is expected to strengthen security by making it easier for law enforcement agencies to identify registered transport operators, discourage the use of commercial vehicles for criminal activities and improve public confidence in the transport system.
Reacting to the development, the Mayor of Nnewi North Local Government Area, Hon. Echezona Anazodo, welcomed the statewide adoption of the policy, describing it as evidence that innovative ideas introduced at the grassroots can influence state legislation.
He urged commercial transport operators across Anambra to comply with the new law, noting that adherence would enhance security, protect passengers and support the state’s ongoing efforts to combat crime.
The legislation forms part of the Anambra State Government’s broader security reforms aimed at promoting a safer and more organised public transportation system.
