The Kaduna State House of Assembly has urged Governor Sani Uba to cease repaying all loans acquired by the former administration of Nasir El-Rufa’i that were obtained without adhering to due process.
SThis directive was part of the recommendations presented by an ad hoc committee led by Henry Zacharia during the plenary session on Wednesday, as reported by Sahara Reporters.
The committee stated, “That all loans (Domestic and Foreign) obtained by the Kaduna State Government between 29th May, 2015 to 29th May, 2023 and found by the Committee to have been obtained without due process are not binding on the State, and the State Government should henceforth stop honouring all obligations arising from them.”
The committee further instructed the Kaduna Internal Revenue Service to immediately withdraw the Internally Generated Revenue (IGR) account held at Zenith Bank, which was used as security for a 20 billion naira guarantee in 2023.
They also demanded the bank refund all monies deducted due to the purportedly illegal guarantee, including accrued interest.
The committee recommended for an immediate refund of 36 billion naira allegedly paid for illegal contractual transactions by the El-Rufa’i administration.
It further highlighted that the El-Rufa’i government paid this sum for contracts that were not executed, thereby violating state procurement laws.
“That the contractors listed hereunder should refund to the Kaduna State Government a total sum of 36,351,126,811.65 naira, being monies paid for work either not done, overpayment, or diversion as follows: Ronchess Global Resources PLC, Chamberlayne Global Concept Ltd, M/S Prestige Integrated Services Ltd, M/S Philco Nig. Ltd, M/S Gulu Engineering & Technical Services Ltd, CCECC Nigeria Ltd, Danjiro Nigeria Ltd, and Rafali Nigeria Ltd,” the committee stated.
Additional contractors named include Sanjo Nigeria Ltd, Konstrand Nigeria Ltd, Spectrum Engineering Ltd, Bindigary Construction Ltd, Gmorli Nigeria Ltd, Shiyuma Nigeria Ltd, and Farm Track Nigeria Ltd.
