Rivers State Administrator, Vice Admiral Ibok-Ete Ibas (retd.), says his administration is laying the groundwork for lasting reforms that will entrench good governance and elevate the state’s public service to global standards.

Speaking on Monday in Port Harcourt at the unveiling of a 4-Day Transformational Leadership Training Workshop for Sustainable Development, Ibas described the initiative as a strategic move to reposition the state’s civil service.

“This administration is committed to building strong institutions, promoting efficiency, and fostering a results-driven public service. We are laying the foundation for a culture of good governance—one that will serve not just the present generation but also those to come,” Ibas stated.

Emphasising the importance of continuous development, the retired Naval chief underscored the need for regular and impactful training to break the cycle of stagnation in public service.

“Only regular and relevant training can break the cycle of stagnation in governance and prepare public servants to adapt, grow, and transform service delivery,” he added.

Organised by the Rivers State Government in collaboration with the National Institute for Policy and Strategic Studies (NIPSS), the workshop brought together key figures in the state’s bureaucracy, including Permanent Secretaries, Local Government Administrators, and Directors from various ministries.

Ibas reaffirmed his administration’s commitment to establishing a performance-driven culture in governance that will benefit not only the present generation of Rivers people but also those to come.
